It is the only metro city in India with very limited road space \u2014 just <\/span><b>6%<\/b> <b>of<\/b> <b>its<\/b> <b>area<\/b> <b>is<\/b> <b>covered<\/b> <b>by<\/b> <b>roads<\/b><span style=\"font-weight: 400;\">, significantly less than in other cities. At the same time, the number of private cars is rising every year. In 2024, vehicle registrations at the Alipore RTO grew by <\/span><b>14.32%<\/b><span style=\"font-weight: 400;\">. The Public Vehicles Department also recorded a <\/span><b>12.05% increase<\/b><span style=\"font-weight: 400;\"> in registrations in 2024.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Buses, once the lifeline of Kolkata, used to carry passengers across the city at a low cost and with strong connections to every neighbourhood. Before COVID-19, the city had more than <\/span><b>6,000 private buses<\/b><span style=\"font-weight: 400;\">, but now only about <\/span><b>3,500<\/b><span style=\"font-weight: 400;\"> remain. This shortage is putting pressure on a system that still supports around <\/span><b>56% of Kolkata\u2019s people<\/b><span style=\"font-weight: 400;\">, making travel less reliable and affordable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With more cars on the road, parking problems, heavy congestion, and slower traffic in the city centre are adding to the strain.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On <\/span><b>World Car Free Day<\/b><span style=\"font-weight: 400;\">, SwitchON participated in the nationwide <\/span><b>\u201cDouble the Bus\u201d<\/b><span style=\"font-weight: 400;\"> campaign as a part of the Sustainable Mobility Network (SMN). This is the right moment to look closely at Kolkata\u2019s bus system. Buses not only keep the city moving but also cut congestion, reduce dependence on private vehicles, and improve air quality, with reduced wheels on the roads \u2014 especially with the recent introduction of electric buses. Strengthening this network is key to ensuring fair, affordable, and sustainable transport for all.<\/span><\/p>\n\n<h4>OUR STUDY<\/h4>\n<p><span style=\"font-weight: 400;\">Earlier this year, SwitchON Foundation, as part of the <\/span><b>Sustainable Mobility Network (SMN) <\/b><span style=\"font-weight: 400;\">and in collaboration with <\/span><b>Kolkata Bus-o-Pedia Foundation<\/b><span style=\"font-weight: 400;\">, carried out a perception-based survey titled <\/span><i><span style=\"font-weight: 400;\">Assessing Kolkata\u2019s Bus Transport<\/span><\/i><span style=\"font-weight: 400;\">. The study aimed to capture how commuters experience and evaluate the city\u2019s bus services, focusing on central business districts (CBDs) where reliance on buses is the highest. Conducted between <\/span><b>March 2 and March 6, 2025<\/b><span style=\"font-weight: 400;\">, the survey engaged <\/span><b>269 respondents<\/b><span style=\"font-weight: 400;\"> through structured questionnaires.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The respondent group reflected Kolkata\u2019s diverse commuter base: <\/span><b>74% were male and 26% female<\/b><span style=\"font-weight: 400;\">; a majority (75%) were between <\/span><b>18 and 35 years<\/b><span style=\"font-weight: 400;\">, 17% were aged <\/span><b>36\u201360<\/b><span style=\"font-weight: 400;\">, while a smaller group comprised school-aged respondents and senior citizens. In terms of occupation, <\/span><b>private sector employees made up the largest share (35%)<\/b><span style=\"font-weight: 400;\">, followed by students and service-sector professionals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This cross-section of voices offered valuable insights into key aspects of the bus system \u2014 including waiting times, affordability, safety, and the overall reliability of services.<\/span><\/p>\n\n<h4>FINDINGS<\/h4>\n<p><span style=\"font-weight: 400;\">Most of the responding commuters of the bus service (41%) travel <\/span><b>10-20 km each day <\/b><span style=\"font-weight: 400;\">via bus. A major concern highlighted in the survey was <\/span><b>long waiting times<\/b><span style=\"font-weight: 400;\"> \u2014 about <\/span><b>40%<\/b><span style=\"font-weight: 400;\"> of respondents said they usually wait more than <\/span><b>10 minutes<\/b><span style=\"font-weight: 400;\">, and nearly <\/span><b>25%<\/b><span style=\"font-weight: 400;\"> reported that, at times, the wait can stretch to <\/span><b>an hour<\/b><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Service quality is another challenge: <\/span><b>44.6%<\/b><span style=\"font-weight: 400;\"> of respondents felt that city bus services do not meet expectations. Peak-hour traffic, combined with a reduced fleet, further slows journeys and undermines reliability.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The study also mentioned several structural issues: a <\/span><b>shrinking fleet<\/b><span style=\"font-weight: 400;\">, <\/span><b>irregular service frequency<\/b><span style=\"font-weight: 400;\">, weak <\/span><b>integration with other modes<\/b><span style=\"font-weight: 400;\"> like metro or trams, and ongoing <\/span><b>safety concerns<\/b><span style=\"font-weight: 400;\">. Together, these factors limit the efficiency and attractiveness of buses as a preferred public transport option.<\/span><\/p>\n\n<h4>WAY FORWARD<\/h4>\n<p><span style=\"font-weight: 400;\">Strengthening Kolkata\u2019s bus network is essential to tackle traffic congestion and improve the city\u2019s air quality. A <\/span><b>resilient, climate-friendly bus system<\/b><span style=\"font-weight: 400;\"> must be at the centre of Kolkata\u2019s sustainable mobility goals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A supportive policy environment is key. The bus industry needs encouragement through incentives and fair regulation, while the use of private vehicles in dense areas should be discouraged. Introducing <\/span><b>congestion fees<\/b><span style=\"font-weight: 400;\"> for private cars in busy central business districts, while making buses or other public transport free for the same stretches, could shift travel choices towards sustainable modes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Restoring the city\u2019s bus capacity is a priority. Losses faced by operators during the pandemic must be addressed to bring the fleet back to pre-COVID strength. At the same time, the city should prioritise <\/span><b>electric buses<\/b><span style=\"font-weight: 400;\">, supported by well-trained drivers and maintenance staff. <\/span><b>Electrification and modernisation<\/b><span style=\"font-weight: 400;\"> of the fleet will cut emissions and operating costs over time.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Integration across Kolkata\u2019s diverse public transport modes \u2014 buses, suburban trains, ferries, and metro \u2014 is equally important. Coordinated scheduling, reliable vehicle availability, and improved <\/span><b>first- and last-mile connections<\/b><span style=\"font-weight: 400;\"> through safe walking paths and cycling facilities will make the system more convenient and inclusive.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, once service quality and capacity improve, the city should enforce <\/span><b>dedicated bus lanes<\/b><span style=\"font-weight: 400;\"> to keep buses moving efficiently and ensure fair use of road space. These measures together can help buses regain their prominence on Kolkata\u2019s roads, creating a cleaner, faster, and more equitable transport future.<\/span><\/p>\n\n<h4>CONCLUSION<\/h4>\n<p><span style=\"font-weight: 400;\">Kolkata\u2019s buses remain a vital public service, offering unmatched reach and affordability to millions of residents. Without urgent steps to rebuild fleet capacity and enhance service reliability, the city risks losing its most inclusive and efficient mode of transport.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><b>Double the Bus<\/b><span style=\"font-weight: 400;\"> campaign presents a timely opportunity to reimagine Kolkata\u2019s mobility future. By expanding the bus fleet, improving service frequency, and accelerating electrification, the city can ease congestion, cut emissions, and make daily travel safer and more affordable.
