Appeal to remove ban & promote cycling on the eve of Kolkata Municipal Corporation Elections

Kolkata 08-12-21: In a letter addressed to all the general secretaries of political parties contesting the municipal election, cyclists from 10 cycling groups have bemoaned the current ban on cycles on 72 streets across Kolkata, in the run up to the 2021 Kolkata Municipal Elections. 

The letter raises an urgent appeal to the contesting candidates to revoke the existing cycle ban once re-elected with a commitment to undertake necessary action in this matter.  Kolkata Municipal Corporation elections are scheduled to take place on Dec.19, 2021. 

The letter illustrates the disappointment of the Cyclist and raises concerns particularly for a significantly large section of people/ workforce who are dependent on cycles for their daily work trip. Worth mentioning that this section of the low-income group depends on the bicycle to maintain their families.  Transport sector is currently responsible for almost half of Kolkata’s emissions. Vehicular pollution from motorized mode of transport is slowly suffocating our city. In reference to this the GoWB through its state action plan for climate change had earlier committed to achieving carbon neutrality by 2030. Based on this, simpler climate solutions like prioritizing non motorized forms of mobility like bicycles should have been  the priority of the state government. 

Meanwhile, last year based on the NGTs intervention/order to the Chief Secretariat; a comprehensive bicycle plan was submitted to KMDA with emphasis on decreasing road accidents without affecting the speed of vehicular traffic. This master plan also included blueprints for cycle lanes. Despite such announcement and positive development from last year, the Kolkata Police did announce yet another fresh new ban on bicycles in Nov, 2021.

An appeal on behalf of various Cycling Groups, community, society, organisation and clubs in view of the upcoming Kolkata Municipal Corporation Elections. 

 

Dear Madam/Sir, 

We are the inhabitants residing in areas under the jurisdiction of Kolkata Municipal Corporation, the elections for which are scheduled on Dec.19, 2021. We regularly cycle on the roads of Kolkata to cater to our daily needs. The recent COVID pandemic has justifiably seen a surge of cyclists in our city. According to experts, the pandemic is not yet over and in this scenario the importance of cycling has increased manifold. 

In Sept 2020 Chief Minister Mamata Banerjee announced that she will develop the necessary infrastructure for cyclists in the city. Prior to this, on 29/11/2019 Kolkata Metropolitan Development Authority (KMDA) appointed a specialized private organization to prepare the roadmap for the necessary cycling infrastructure in Kolkata. Accordingly, a Comprehensive Bicycle Plan was submitted to KMDA with emphasis on decreasing road accidents without affecting the speed of vehicular traffic. This master plan also included blueprints for cycle lanes. 

Since not much finance is involved in the construction of cycle lanes, we the regular cyclists of Kolkata hoped that this initiative by KMDA will be implemented expeditiously. However, the matter was kept in abeyance in view of the recently concluded assembly elections. After the election results were declared we were again hoping that the re-elected government would issue the necessary instructions in this matter. We observed with anguish that far from taking appropriate steps for cycle lanes, the Kolkata Police instead issued fresh notices to re-enforce cycling bans on the city roads. This announcement by the Kolkata Police has left us hopeless. 

The number of bicycle commuters in Kolkata is significant and increasing. A large section of the low-income group depends on the bicycle to maintain their families. 

We hope that your party and your candidates will think over this problem, and voice the concerns of our fellow citizens appropriately.
