Subject: Appeal to Remove Cycle Restrictions in Kolkata 

Dear Chief Minister, 

21-year-old Moina Majhi, coming from a small town in the South 24 Parganas, comes to work as a house help in three houses in East Kolkata Township every day. Cycling being the sole mode of transportation for her, with restrictions across several routes she uses to commute, it has become extremely difficult for Moina to use her cycle to travel and save some of her commuting time. In Kolkata, daily about 25 Lakhs cycle trips are made in the city by people coming from all walks of society. 

Cycles can increase the income of poor families by as much as 35% (TERI, 2018). However, unfortunately, Kolkata has cycle restrictions over 62 major roads. 

In the past Kolkata Police has cited two issues with cycles – cycles cause safety hazards on the roads and cycles slow down vehicular movements on the road.   

SwitchON Foundation conducted studies that found out that cycles are safe and do not create a safety hazard on the roads. At the same time, commuters don’t find cycles risky when compared to other modes of road transport.  

Kolkata is also grappling with a serious air pollution problem with the Air Quality Index (AQI) becoming at par with many polluted cities across the globe on some days, especially in the winter months. 

Ironically, those who have implemented the cycling ban, are themselves most vulnerable to air pollution. A recent study found that high levels of particulate matter (PM2.5 and PM10) resulted in reduced lung function, more for police personnel towards north Kolkata followed by south and central zones. Higher cases of cough, breathing difficulties, asthma, and dust allergy were all detected as respiratory morbidities for traffic cops due to the effect of environmental pollutants which further exacerbates chances of morbidity from COVID-19.

In the post-Covid-19 world, several cities like London, Berlin, Milan, Paris, or closer to home Pune, Chennai, Bangalore, Udaipur, among others are already considering incorporating bicycle mobility in the existing transport infrastructures, to deal with the pressing challenges of exorbitant fuel prices, high rates of vehicular pollution and road congestion. 

As an important stakeholder in public decision-making, we, therefore, urge you to add your voice in lifting all restrictions from cycling in the city and build cycling promotive infrastructures. 

Cycles help in the following ways:  

1) Zero-emission transportation:  Cycling does not contribute to the already deteriorating air quality of  Kolkata, which ranks 25th among 1,100 cities globally as most polluted (WHO, 2019). A study by National Environmental Engineering Research Institute (NEERI) reveals that vehicular exhausts are the main source of air pollution in Kolkata. (Source Apportionment Study of Kolkata and Howrah, NEERI-CSIR, 2019).

2) Enabling livelihoods: Studies have shown that cycles can increase the income of a poor family by as much as 35%. (Bicycle Potential Study, 2013; TERI, 2018)

3) Reducing congestion: Cycles occupy approx 5 times less space than cars on the roads and help reduce traffic congestion. (ITDP, 2016; TERI, 2018)

বিষয়: কলকাতার রাস্তাগুলি থেকে সাইকেলের সীমাবদ্ধতা অপসারণ এবং সভার অনুরোধের আবেদন

দক্ষিণ চব্বিশ পরগনার ছোট্ট শহর থেকে আসা ২১-বছর বয়সী ময়না মাঝি প্রতিদিন পূর্ব কলকাতা টাউনশিপে তিনটি বাড়িতে গৃহকর্মী হিসাবে কাজ করতে আসেন I সাইক্লিং তার জন্য পরিবহণের একমাত্র মাধ্যম, এবং যে সমস্ত রুট তিনি ব্যবহার করেন সেগুলিতে বিধিনিষেধ থাকায় ময়নার পক্ষে সাইকেল-এর মাধ্যমে সময় সাশ্রয় করা অত্যন্ত কঠিন হয়ে পড়েছে I কলকাতায়, সমাজের সর্বস্তরের লোকেরা প্রতিদিন প্রায় পঁচিশ লক্ষ সাইকেলের ভ্রমণ করেন I

এক ২০১৮ সালের টেরি রিপোর্ট  বলে যে বাইসাইকেল দরিদ্র পরিবার বর্গের আয়ের পরিমান প্রায় ৩৫% বাড়িয়ে তুলতে পারে I  তবে দুর্ভাগ্যক্রমে, কলকাতায় ৬২ টি বড় সড়কের উপরে চক্রের বিধিনিষেধ রয়েছে।

অতীতে কলকাতা পুলিশ সাইকেলের বিষয়ে দুটি বিষয় উদ্ধৃত করেছে – এগুলি রাস্তায় বিপদ এবং যানবাহনের চলাচলে বাধা সৃষ্টি করে।

সুইচঅন ফাউন্ডেশন-এর একটি অধ্যয়ন-এ  জানা গেছে যে সাইকেল শুধুই নিরাপদ নয়, বরং সুরক্ষা বজায় রাখে। যাত্রীরা পরিবহনের অন্যান্য পদ্ধতির তুলনায় সাইকেল-এর ঝুঁকি কম বলেই মনে করেন।

কলকাতায় এয়ার কোয়ালিটি ইনডেক্স (একিউআই), বিশেষত শীতের মাসগুলিতে, বিশ্বের বহু দূষিত শহরগুলির সাথে সমান হয়ে ওঠে। এই সমস্যা প্রতিদিন আরো মারাত্মক হয়ে উঠছে।

উপরোন্ত, যারা সাইকেল চালানোয় নিষেধাজ্ঞা কার্যকর করেছেন, তারা নিজেরাই বায়ু দূষণের ফলে বেশি ঝুঁকির মধ্যে আছেন। সাম্প্রতিক একটি গবেষণায় দেখা গেছে যে উচ্চ স্তরের পার্টিকুলেট পদার্থের (পিএম ২.৫ এবং পিএম ১০) ফলে পুলিশ-এর ফুসফুসের কার্যকারিতা হ্রাস পেয়েছে। এটা উত্তর কোলকাতায় পুলিশকর্মীদের মধ্যে বেশি দেখা দিয়েছে এবং দক্ষিণ এবং মধ্য অঞ্চলগুলির শাঁখা কেবলমাত্র অনুসরণ করছে। শহরের ট্রাফিক পলিশবৃন্দের মধ্যে বেশি পরিমানে কাশি, শ্বাসকষ্ট, হাঁপানি এবং ধূলিকণার অ্যালার্জির মাত্রা দেখা দিচ্ছে। এই শ্বাসকষ্টজনিত রোগগুলি কোভিড-১৯-এর সম্ভাবনাকে আরও বাড়িয়ে তোলে।

অতিরিক্ত জ্বালানী দাম, যানবাহনের দূষণের উচ্চ হার এবং সড়ক যানজটের সমস্যাগুলিকে কাটিয়ে ওঠার জন্যে, কোভিড-পরবর্তী বিশ্বে লন্ডন, বার্লিন, মিলান, প্যারিসের মতো শহর বা ভারতের পুনে, চেন্নাই, ব্যাঙ্গালোর, উদয়পুরের নিকটবর্তী শহরগুলিতে বর্তমান পরিবহন কাঠামোতে সাইকেল-এর অন্তর্ভুক্তি বিবেচনা করা হচ্ছে।

জনসাধারণের সিদ্ধান্ত গ্রহণের ক্ষেত্রে একটি গুরুত্বপূর্ণ অংশীদার হিসাবে আমরা আপনাকে অনুরোধ করছি যে শহরে সাইকেল চালানো থেকে সমস্ত বিধিনিষেধ প্রত্যাহার করতে এবং সাইক্লিং প্রচারমূলক অবকাঠামো তৈরিতে আপনার আওয়াজ যুক্ত করতে।

সাইকেল নিম্নলিখিত উপায়ে সহায়তা করে:

1) জিরো–এমিশন পরিবহন: সাইকেল-পরিবহন কলকাতার ইতিমধ্যে বাড়ন্ত বায়ুমানে কোনো অবদান রাখে না। কলকাতা বিশ্বব্যাপী সবচেয়ে দূষিত (ডাব্লুএইচও, ২০১৯) হিসাবে ১১০০ শহরগুলির মধ্যে ২৫-তম স্থানে রয়েছে। ন্যাশনাল এনভায়রনমেন্টাল ইঞ্জিনিয়ারিং রিসার্চ ইনস্টিটিউট (নীরি)-এর একটি সমীক্ষা বলে যে কলকাতায় বায়ু-দূষণের মূল কারণ যানবাহন নির্গমন (কলকাতা এবং হাওড়ার সোর্স অ্যাপোপারমেন্ট স্টাডি, নীরি-সিএসআইআর, ২০১৯)।

2) জীবিকা নির্বাহ করা: গবেষণায় দেখা গেছে যে চক্রগুলি দরিদ্র পরিবারের আয়ের পরিমাণ প্রায় ৩৫% বাড়াতে পারে। (সাইকেল সম্ভাব্য অধ্যয়ন, ২০১৩; টেরি, ২০১৮)

3) যানজট সমস্যা নিবারণ: সাইকেল অন্যান্য গাড়ির চেয়ে প্রায় 5 গুণ কম জায়গা দখল করে এবং যানজট হ্রাস করতে সহায়তা করে। (আইটিডিপি, ২০১৬; টেরি, ২০১৮)
